The purpose of the community information posting area and the informational pamphlet rack at the Fairview Heights Public Library is to make available information regarding cultural, recreational, educational and human services programs and events in the community which are open to the public at large. Distribution or posting information does not imply endorsement by the Library of the ideas, issues, or events promoted by those materials.
Priorities for Use
The Fairview Heights Public Library will have first priority to the use of all community information posting and pamphlet areas.
Organizations based in the Fairview Heights community will be given priority over events in neighboring communities.
The Library will display qualifying materials on a first-come, first served basis as room allows.
Types of Information to be displayed
- Postings by nonprofit organizations, groups, entities, or by a federal, state, or local government entity providing services.
- Nonpartisan election information, such as provided by the League of Women Voters or by the Secretary of State.
- Postings of educational, civic, social, cultural, or recreational activities.
- Personal notices, such as a “missing” notice.
- The Library reserves the right to provide space on a long terms basis for announcements that give specific help on a continuing basis such as crisis services, harm reduction services, etc.
Limits of Use
The following items will not be posted or distributed:
- Signs selling items or soliciting funds
- Garage, auto, or other “for sale” signs,
- Items regarding paid services, such as babysitting, tutoring, etc.;
- Signs soliciting donations;
- Items promoting political parties or candidates, or those advocating any other issue on an election ballot;
- Items that advocate a position on a public issue;
- Items that violate a local, state, or federal law, including, but not limited to, those concerning copyright, fraud, privacy, or obscenity;
- Items that are not suitable for viewing by minors;
- Items that incite violence or that promote hatred toward or discrimination against any individuals or groups of individuals;
- Legal notices;
- Signs larger than 11 x 17; preference given to 8.5 x 11 signs. No box, receptacle or canister may be part of any posting.
General Guidelines
- The Library Director is the chief person empowered to make decisions regarding the availability and use of the community information posting area and pamphlet area. The Library Director has delegated authority to approve items to the Marketing and Programs Coordinator or the Head of Circulation Services.
- All approved signs will be stamped and dated by library staff.
- Any flyers or posters submitted for consideration will not be returned.
- Inquiries regarding events and activities described on postings must be directed to the event sponsors with contact information included on the posting such as email, website, telephone number, etc.
- Postings may be displayed for up to three weeks before an event and will be removed following the event by Library staff.
- Pamphlets, flyers, or other information not authorized by staff will be removed and discarded.
- The Library will accept a maximum of 15 copies of informational leaflets for distribution on the pamphlet rack. The Library assumes no responsibility for informing community groups when the supply of materials has been exhausted.
- Postings of any event will be limited to (1) one.
- The Library assumes no responsibility for the preservation, protection, or possible damage or theft of any item displayed or posted. All items placed in the library are done so at the owner’s own risk.
Review Process
Any appeals for changes to, or exceptions to, any portion of the Policy will be considered. An individual wishing to file an appeal shall submit it to the Library Director in writing within 10 days of the denial. The Library Director does have the authority to waive regulations under appropriate circumstances.
